What is ALMASS?
The Aboriginal Labour Market Adaptation Support System (ALMASS) is a
multi functional database used for the management of information for local First Nations' labour markets. One of the initial intents for its development is to provide the LFNCs/Urban Service delivery points a management tool that meets the daily operational requirements of human resources development.

As a management tool

• ALMASS favours the autonomy of aboriginal communities by supporting the interventions and the operations of existing local structures used for the development of human resources;
• It is used to enter and manage various types of information on the First Nations local labour market;
• It is used to identify labour force for training and for job opportunities in order to better address labour market needs;
• It is used as an operational tool to support the management of the local human resources office in terms of their budgets, expenses and reporting requirements.

As a management software system, it has continued to evolve to keep pace with the new functions and responsibilities assumed by LFNCs/Urban Service delivery points within the administrative transfers of authorities to First Nations. From its original introduction in 1997, the evolution process has spanned over the last seven years and is presently used in all the Communities and the Urban Service delivery points offices.

Why?
ALMASS was developed as a Labour Market Information tool. The initial motivation for its development was to provide to the local communities a tool that would allow them to record the details of their local labour markets, which in turn would provide them with the necessary statistical data to support a human resources development strategic plan of their respective community.

How?
The following four (4) main areas of activities that the ALMASS software focuses are:

Labour Market Information (LMI)
To support the management of the employment programs developed by the Local First Nations, the LMI component allows the LFNC to identify labour force for training and job opportunities to address labour market needs;

Case Management (CAS)
To facilitate and standardize the development of client employment action plans, the Case Management feature is dedicated primarily to the employment and training counsellors. I t allows for the recording of the process that frameworks the client-based approach via an elaboration of an action plan that the LFNCs have prioritized in the delivery of services.

Finance (FIN)
The finance module has been identified by the Commission as the capacity most in need to support their daily operations. This module enables the LFNCs to monitor on a daily basis, its budgetary situation.

Accountability Results Tracking (ART)
To respond to the accountability requirements of the ARDHA, the ART feature allows the LFNC to record and produce reports on interventions provided to the clientele.

The advantages of the ALMASS initiative are:

• The ALMASS software is a database that is used and developed by the First Nations people of Quebec.
• LFNCs gather and manage client data on a daily basis,
• The data is the property and in the possession of the communities.
• It allows for the standardization of employability and training program or service delivery through-out the province.
• As an operational tool it automates the manual administrative allowing the LFNC personnel to focus on human resources development.
• It provides a common communication platform that is used through-out the Commission.
