Capital asset
Any single item or composite asset with a purchase value of more than $1000.00 not physically incorporated into another product or not fully consumed by the end of the project. This definition comes from the Financial and Administrative Services (FAS) Grants and Contributions (G&C) Policy. For purposes of this agreement, provisions for the pre-approval, preservation and disposition of capital assets apply only to capital assets valued at $5000.00 or more.
CLIENT ELIGIBLE FOR EMPLOYMENT INSURANCE (EIF- Part 2)
An EI client is someone who, when requesting assistance as part of a measure described in Division I of Part I (labour market measures) of the Employment Insurance Act, is:
Collaborative partnership
A collaborative relationship where the purpose is to share funding between/among an Aboriginal AFNQL and other entities with the stated goal to assist in furthering Aboriginal labour market participation. Types of partnership entities include: other parts of HRSDC, other federal departments, provincial/ territorial departments, municipalities, learning institutions, indigenous learning institutions, private sector, and other partnerships.
Complementary programming
Programs and services provided to Aboriginal clients that enhance but do not duplicate the programs and services provided under the AHRDS funding.
Contractor
A third party with whom the AFNQL has a contract for the provision of goods and/or services.
Coordinated partnership
A coordinated relationship where the purpose is to share expertise and/or resources between/among an Aboriginal AFNQL and other entities with the stated goal to assist in furthering Aboriginal labour market participation. Types of partnership entities include: other parts of HRSDC, other federal departments, provincial/ territorial departments, municipalities, learning institutions, indigenous learning institutions, private sector, and other partnerships.
COUNSELLING SERVICES
A client can obtain advice when looking for a job, returning to school or even starting a business. The employment counsellor’s job is to examine the client’s past employment and training history, identify any obstacles and prepare a plan of action with the client to help him or her solve the problems and become more autonomous on the labour market.
DEPENDANT CHILD
The child of a client, or of whom the client is the legal or traditional guardian, who is under age 18, and not receiving financial aid (unemployment insurance, social security revenue, government or Band Council funding, etc.) or salary.
DEPENDANT SPOUSE
Spouse without any source of income, excluding government family allowances.

EMPLOYABILITY MEASURES
C1 Provide employers with incentives so that clients can integrate the labour market and acquire experience.
Offer individuals an opportunity to acquire work experience with employers while receiving supervision from competent staff.
Provide young people who have difficulty in finding a job with access to personal and vocational development programs, job skill development and work experience by taking part in projects, workshops, etc.
C2 Is To help clients wishing to start small businesses, normally during the first year of operations.
Fiscal year
The period commencing on April 1 in one calendar year and ending on March 31 in the next calendar year.
FNHRDCQ
The First Nations Human Resources Development Commission of Quebec is mandated by the AFNQL to implement decisions concerning the provision of services and measures that ensure the integration/reintegration of Quebec’s urban clientele into the labour market, in a standardised, unified framework.
Full-time student
A person who, at the time of requesting assistance, is registered as a full-time student at an educational institution in the current academic year or has been admitted as a full-time student at an educational institution in the immediately upcoming academic year and intending to return to school on a full-time basis in the following academic year.
Funded client
A client for whom an action plan has been opened and an intervention approved that requires payment by the AFNQL directly to the client or on behalf of the client pursuant to a program set out in Schedule B.
FUNDING AGREEMENT
Agreement between Human Resources Development Canada (HRDC) and the Assembly of First Nations of Quebec and Labrador (AFNQL) in regards to human resources development for urban clients.
Funding period
The period beginning on April 1, 2005 and ending March 31, 2009.
Goods and services
The materials and services required for the delivery of programs funded under this Agreement.
GST (Goods and Services Tax)
The 7% tax on the consumption or supply of goods and services, applicable in all provinces except Newfoundland & Labrador, New Brunswick and Nova Scotia, where the Harmonized Sales Tax (HST) is in effect.

Informative partnership
A informative relationship where the purpose is to share information between/among an Aboriginal AFNQL and other entities with the stated goal to assist in furthering Aboriginal labour market participation. Types of partnership entities include: other parts of HRSDC, other federal departments, provincial/territorial departments, municipalities, learning institutions, indigenous learning institutions, private sector, and other partnerships.
Intervention
An action/activity or series of actions/activities selected jointly by a client and case manager, in consultation with an AHRDA or AHRDA-supported service provider. An intervention is provided through a program or service; it is identified as a step within an action plan and is intended to assist the client to overcome identified employment barriers in order to make a transition to the labour market.
LOCAL FIRST NATIONS COMMISSIONS (LFNC)
Local entities mandated by, and accountable to their band Councils to administer resources for employment and training.
MEASURES
The measures listed in Schedule B to the agreement, to be designed or implemented by urban service delivery points and local First Nations commissions to support or improve the development of the client’s skills, capacities and knowledge for the labour market.
PARTICIPANTS
A participant is someone who participates in a measure.
Persons with disabilities
Those persons who self-identify as having a physical, mental or learning impairment that affects their ability to obtain or maintain employment.
PLAN OF ACTION
An employment counsellor at a service delivery point or LFNC will help the client to draw up a plan of action. The counsellor will propose activities, options and programs available in the area that might help the client to find sustainable employment. The plan of action is a review of the individual that allows the counsellor to:
The employment counsellor develops the plan of action with the client. The client and employment counsellor must also approve the plan, and the client undertakes to follow it. The employment counsellor monitors the plan of action and records the results.
The plan of action agreed upon by the client and employment counsellor will include a timetable.

Refers to the following costs incurred by the AFNQL in administering the programs:
Program assistance costs
The costs of financial assistance or other payments provided by the AFNQL under the programs, to persons and organizations that are eligible for funding under the programs.
Programs
The human resources development programs described throughout this Web site.
Project
A activity within one of the programs funded under this Agreement and provided by the AFNQL or one of its sub-agreement holders.
Project Sponsor
A individual, employer, group or organizations that receives funds (EI Part II or CRF) from the AFNQL to carry out or implement a project activity that will achieve AHRDA objectives.
PROMOTER
An employer legally recognized under the Quebec and Canadian legislation governing institutions.
QST (Quebec sales tax)
An 8% tax applied to the consumption or supply of goods and services in the Province of Quebec.
Savings to provincial Social Assistance programs
The aggregate of savings calculated for each Social Assistance client who returns to work before the end of a 52-week period that begins with the intervention start date. The number of weeks between the intervention start date and the employment start date is subtracted from 52, and the difference is multiplied by the average weekly individual Social Assistance rate.
SPOUSE WITH INCOME
Spouse with income from any source.
Sub-agreement holder
A entity with which the AFNQL has an agreement to deliver programs as described in Schedule B of this Agreement.
SUPPORT AND GUIDANCE MEASURES
A1 To acquire relevant information on the labour market and educational community in order to identify the services and means that will allow the client to integrate the labour market (documentation centre, job bank, Internet, job postings, educational and professional information, etc.). Mobility assistance during the job search.
A2 Provide the client with professional services that will allow him or her to establish job integration strategies (counselling, guidance counsellor, information session, job search techniques, etc.).
A3 Support and develop approaches aimed at adapting or preparing innovative methods of improving a situation through research, surveys, reports, specific mandates, development strategies, etc.
Third party
TRAINING AND DEVELOPMENT MEASURES
B1 To allow clients or groups of clients to acquire vocational skills related to a given job.
B2 For adult clients who wish to:
Acquire the prerequisites for vocational training and/or a trade;
Complete their high school education in order to move on to post /secondary education.
B3 This measure is intended for clients with jobs who need to enhance their skills in order to remain competitive on the labour market.
Also allows employers to train new employees.
URBAN SERVICE DELIVERY POINTS
The Urban Service delivery points offer employment and training services, including counselling, assistance, information and referrals, and also offer labour market integration and reintegration tools and means for First Nations and Inuit clients living in urban areas.
Un-funded client
A client for whom an action plan has been established and an intervention or interventions approved that do not require the AFNQL to make payments directly to the client or on the client’s behalf.
Unpaid benefits
The aggregate of savings calculated for each EI client who returns to work before the end of the EI benefit period. The number of weeks of entitlement minus the number of weeks of benefit paid are multiplied by the benefit rate.
