What is the Employment Insurance Service of the First Nations

The Employment Insurance Service (EIS) of the First Nations Human Resources Development Commission of Quebec (FNHRDCQ) is mandated to help Local First Nations Commissions (LFNCs) provide employment and training support services. To be more precise, EIS ensures the optimal use of employment insurance funds in achieving the targets stated in the Aboriginal Human Resources Agreement.

The Regional Counselor also provides employment-insurance training to LFNC personnel as well as to personnel working in Urban Strategy service centres.

Role of Employment Insurance Fund agents

Under the immediate supervision of the Regional Employment Insurance Counselor, the EIF agent takes charge of processing requests for EIF transactions received from LFNCs and the Urban Strategy.

In validating requests, the EIF agent first checks to see whether the clientele targeted for a support measure meets the eligibility criteria stipulated in the regular and urban component of the Aboriginal Human Resources Development Agreement.

Employment Insurance Eligibility Criteria (Part 1):

  1. Between 420 and 600 hours in the reference period OR
  2. In the case of a member who is returning to the active population, an
    accumulation of 910 hours and up to more than 910 hours in the case of a previous violation OR
  3. Even more in the case of a previous violation

Eligibility criteria for Employment Insurance (Part 2):

To be considered eligible for Employment Insurance funds (Part 2):

  1. Has received special benefits under the Employment Insuranc Act during the period of benefits
  2. Has dropped out of the active population to care for one or more newborns or of several children placed under his care in view of adoption and wishes to rejoin the active population.

The EIF agent also handles matters pertaining to retroactivity for LFNCs and the Urban Strategy. This involves checking for eligibility under Part II and, if required, checking for admissible funding under Part 1. Once the agreement has been approved by the proper authorities (LFNCs and the Urban Strategy), the EIF agent then proceeds to file for registration of the measure requested with Human Resources Canada.
